It reminds me of a quote from Holocaust historian Michael Marrus, responding to the oft-repeated meme that so many regular Germans "didn't know" what was happening to their Jewish neighbours and within their own country during the pre-war and world war two years.
He said there is a difference between knowing it, and "getting it".
This is the same idea. Knowing it and kind of shrugging it off is the more passive evil-if such a thing exists.
"Getting it" and then either doing nothing or taking part are worse.
