Hard to figure out these stats.
It could be that regular Europeans have no real issue with Jews and see which way the tide is turning in their countries. It could be that the elite policy-makers are the most vehemently anti-Jewish.
It could also be that Europeans realize that if the Jews leave, certain other minorities might turn on them.
