Why is anyone surprised about this behaviour?
I was initially quite enthusiastic when he was chosen as Mitt Romney's running mate, but that excitement faded pretty quickly when I heard that he was not giving up his government job while running-just keeping it as back up.
It seems like he's going to be a lifer. He's bright, and has some good credentials but seems to be very comfortable as a bureaucrat and not as a real leader.
